"Promoting Consumer Direction
in Aging Services" is a
joint project of the National
Association of State Units on
Aging (NASUA) and the National
Council on the Aging (NCOA),
funded by the Robert Wood
Johnson Foundation. The project
began in August 2001. NASUA and
NCOA are working directly with
states to develop consumer and
policymaker partnerships to
assess the home and community
based services system and
develop and implement a consumer
direction reform agenda. To view

What is Consumer Direction?
Consumer direction is a
philosophy and orientation to
the delivery of home and
community-based services whereby
informed consumers make choices
about the services they receive.
They can assess their own needs,
determine how and by whom these
needs should be met, and monitor
the quality of services
received.*
"Consumer direction" is also
referred to as the "independent
living model" among working age
adults with physical
disabilities,
"self-determination" by persons
with mental
retardation/developmental
disabilities and their families,
"self help" and "empowerment" by
persons with severe and
persistent mental illness.
